La présence de nombreux combattants originaires de Bosnie-Herzégovine et du Kosovo dans les rangs de l’État islamique, en Syrie et en Irak, a mis en lumière l’existence d’un islam radical dans les Balkans. Apparu dans les années 90, à la faveur de la guerre interethnique en Bosnie, l’extrémisme musulman bénéficie aujourd’hui du soutien de parrains étrangers. Et progresse. Par Linda Lefebvre

Sarajevo, octobre 2018. Le muezzin vient d’achever son appel à la prière, pour la seconde fois de la journée. Au sein de la mosquée impériale, construite au XVIe siècle, se trouve le siège du reis-ulema, haute autorité de l’islam officiel en Bosnie. « Notre système est hérité de l’époque ottomane, durant laquelle le calife nommait des muftis. Aujourd’hui, tous les imams et tous les lieux dans lesquels ils exercent sont sous le contrôle du reis-ulema », explique Muhamed Jusic, porte-parole de la Communauté islamique en Bosnie-Herzégovine. Un « islam traditionnel et institutionnalisé » permettant de « vivre un islam apaisé en Europe ». Comme en Bosnie, l’islam officiel pratiqué au Kosovo dépend de la tradition hanafite : « L’islam dans la région n’est pas salafiste », précise Rasul Rajab, Secrétaire général de la Communauté islamique au Kosovo.
Les deux islams
Une précision que les représentants des communautés islamiques de Bosnie et du Kosovo tiennent à rappeler, alors que l’islam officiel dans la région est concurrencé par une version plus rigoriste : le salafisme. « Cette interprétation de la religion a pris racine dans les années qui ont suivi la guerre, durant laquelle 3 000 à 4 000 combattants arabes et afghans, les Moudjahidines, sont venus combattre en Bosnie », écrit Edina Becirevic dans son rapport sur l’extrémisme dans les Balkans, en avril 2018. Souvent mariés à des femmes bosniaques, nombre d’anciens moudjahidines sont restés en Bosnie, s’installant dans des villages isolés qui seront connus plus tard sous le nom de para-jamaat. Avec 81 % de ses mosquées détruites et une société polarisée entre extrémismes croate, serbe et musulman, la Bosnie a accepté les aides étrangères, souvent du Golfe, pour la reconstruction de ses lieux de culte islamiques. « Les idéologies radicales, qu’elles soient politiques ou religieuses, ont trouvé un théâtre favorable en Bosnie : le système politico-administratif s’est effondré et l’Union européenne perd du terrain », analyse Srecko Latal, responsable du Balkan Initiative Reporting Network (BIRN), à Sarajevo.
Au Kosovo, même constat. « Après la guerre de 1999, le gouvernement ne contrôlait pas les aides étrangères, en particulier celle des ONG salafistes qui soutenaient une population appauvrie », se remémore Xhabir Hamiti, professeur à la faculté islamique du Kosovo. « Notre pays est jeune et l’État n’a pas assez investi dans le sentiment d’appartenance nationale ni dans le développement de l’islam traditionnel. Les discours religieux radicaux ont rempli un vide », précise Besa Ismaili, membre de la Communauté islamique au Kosovo et investie dans la lutte contre le radicalisme.

L'association de consommateurs dénonce les pratiques de Free en matière de location de téléphone. Il lui reproche de facturer des frais indus.
Free, l'inventeur du forfait sans engagement se montrerait-il trop gourmand? C'est en tous cas ce qu'estiment certains de ses clients et l'association de consommateur UFC-Que Choisir. Cette dernière a annoncé ce mardi qu'elle assignait l'opérateur devant le Tribunal de grande instance de Paris (TGI) «pour obtenir le remboursement de frais illégalement facturés à ses abonnés». Le litige concerne plus précisément les contrats de location de smartphones souscrits par certains consommateurs. Au moment où les clients rendent lesdits appareils, Free facturerait «100 à 250 euros», pour «non-restitution du téléphone» ou portable rendu en «mauvais état».
Rallier les mécontents
Selon nos informations, seuls neuf cas d'abonnés seraient concernés. Mais l'association de consommateurs peut espérer rallier d'autres clients mécontents à sa cause, en rendant publique son action. L'UFC reproche à Free d'utiliser des «conditions générales imprécises» et notamment de ne pas avoir mis en place de «grille de vétusté». En effet, dans la plupart des contrats de location portant sur des biens meubles, des pénalités sont prévues en cas de dégradation. Sur son site l'opérateur précise simplement que le locataire s'engage à «prendre soin» de son mobile, qui reste la propriété de Free. «Si vous ne respectez pas ces engagements, des pénalités pourront s'appliquer». Le montant des pénalités n'est pas précisé.
«Free Mobile n'ayant opéré que des modifications marginales de son contrat et ayant entendu restreindre le bénéfice de l'indemnisation aux seuls dossiers déjà en possession de l'association, l'UFC-Que Choisir décide donc de lancer une action de groupe afin de permettre l'indemnisation effective de tous les consommateurs victimes de cette pratique», ajoute l'association.
Pour plaire à Bruxelles, les pays des Balkans seraient prêts à faire n’importe quoi : renoncer à leur monnaie, abandonner leur souveraineté, calibrer la taille de leurs tomates… Il y a, cependant, une pilule qui ne passe plus dans les rues de la péninsule : celle de l’immigration.
En ouvrant massivement ses portes à l’immigration illégale pour obtenir des salariés bon marché, l’Union européenne a demandé à la Bosnie-Herzégovine, entre autres, d’ouvrir ses frontières pour laisser passer les colonnes d’immigrés. L’Union européenne a promis qu’en faisant ainsi, Sarajevo améliorerait ses chances d’être un jour candidat au sésame bruxellois. Les Bosniens avaient compris que les migrants ne feraient que passer, ils s’étaient dit « ça ne sera pas notre problème » mais, à la veille des élections européennes, les pays de l’Union européenne ferment leurs portes et cela n’amuse plus du tout les locaux.
Si ces immigrés avaient été guidés, par exemple, vers l’Arabie saoudite ou le Qatar, cela n’aurait pas posé de difficultés. Ces deux pays, parmi les plus riches du monde, auraient pu les accueillir convenablement, leur trouver un logement, un travail, soigner les malades… Mais la Bosnie-Herzégovine, ce n’est pas le golfe Persique. En Bosnie-Herzégovine, le taux de chômage est de 35 %, le taux de chômage des jeunes est de 60 %, et ceux qui ont la chance de travailler gagnent, en moyenne, 422 euros par mois. De plus, la Bosnie-Herzégovine est en proie à d’autres difficultés internes : la République serbe, qui forme 49 % du territoire, réclame de plus en plus son indépendance et les djihadistes, venus aider l’OTAN dans les années 1990 contre les Serbes, sont restés sur place et diffusent leur doctrine wahhabite dans des villages musulmans…
Il y a peut-être un seul sujet qui met toutes les communautés au diapason : les migrants. Le ministre de la Sécurité Dragan Mektić annonce que 70.000 migrants en provenance de la Grèce vont arriver dans le pays. Il est très clair : « Les problèmes liés à l’immigration illégale vont croître. » Bruxelles a donné 9,2 millions d’euros à la Bosnie pour gérer les migrants, mais cela ne suffit pas et des centres d’hébergement comme à Bihać, au nord-ouest du pays, explosent littéralement. 4.000 immigrés y sont installés et la population locale, majoritairement musulmane, ne supporte plus les bagarres, l’insécurité et les trafics en tout genre.
Il ne faut alors pas s’étonner que c’est peut-être vers la Hongrie que se tournera Sarajevo sur ce sujet. Le Premier ministre hongrois Viktor Orbán a, en effet, proposé d’envoyer des patrouilles pour aider à contrôler les frontières du pays. Ce même Orbán, que la droite parlementaire européenne du PPE menace d’exclure de son groupe, a compris que cette campagne d’immigration massive n’apporterait rien de bon ni à l’Europe ni aux immigrés qui se retrouvent entassés dans des bivouacs de fortune sans avenir. Il n’y a que Bruxelles qui pense que cela soit une bonne idée, et en Bosnie-Herzégovine, en ce moment, on se demande si Bruxelles a vraiment tout compris.
